What Is It?

An ETABCS member ran across this item in someone's collection recently.  Neither the owner nor the club member knew anything about it.

There is no date on the punchboard.  It has never been punched or opened.  The watch is marked "Gotham."  The original size is about 3 inches wide x 7 inches long.  It has red and black decorative ink, although the image shown here is in black and white.
